The participants will learn the basic principles and substantive limits governing the making of regulations and other forms of delegated legislation. In particular, they will learn to draft enabling provisions and provide advice on the scope of regulation-making powers.

- Framework for Regulation-making and Introduction to Understanding and Interpreting Enabling Authorities (Day 1)
- Implied limits (unreasonableness, bad faith, improper purposes, discrimination uncertainty, transformation and subdelegation of powers) (Day 2)
- Required regulation-making (Day 3)
- Incorporation by reference (Day 4)
Registration deadline: 5 working days prior to the course date.
